As a licensed General Engineering Contractor (A-License), Freedom Underground is authorized to work on public assets such as sidewalks, streets, and curbs. While many of our water and sewer line projects involve trenching in public rights-of-way, we also offer asphalt and concrete restoration as standalone services for contractors, developers, and property owners.

Concrete Services
We provide concrete removal and replacement services for both functional repairs and regulatory compliance, including ADA improvements:
- Sidewalk Demolition & Replacement
Removal and replacement of damaged sidewalk sections. We also repair adjoining features such as curbs and driveways when impacted by utility work. - Driveway Approach Restoration
Partial or full replacement of driveway approaches disturbed by construction. - Curb & Gutter Replacement
Often required when trenching across or undermining the curb and gutter system. - Flowline Regrading
Ensures that proper stormwater drainage is restored, especially near intersections or storm drains. - Utility Box or Vault Lid Resetting in Concrete
We reset or install utility lids and boxes flush with the surface, often requiring sidewalk demolition and repour for proper integration.
Asphalt Services
We offer the following asphalt services for public and private projects:
- Trench Patching
Restoration of asphalt following utility trenching. - Key Cut / Grind & Overlay
Edge grinding and overlaying to create a flush, reinforced seam. - Full-Depth Asphalt Replacement
Required when trench cuts exceed specific size thresholds or when working in deteriorated pavement areas. - Temporary Cold Patch
A short-term solution used until a permanent restoration can be completed. - Hot Mix Asphalt (HMA) Paving
Industry-standard paving is used for permanent repairs. - Saw Cutting
Clean, straight-edge cuts to prepare pavement for removal and replacement. - Tack Coat Application
An asphalt emulsion is applied between layers to ensure proper bonding. - Base Rock Installation & Compaction
A critical sub-base step to ensure long-term asphalt and concrete performance. We use Class II aggregate and compact it to meet public works specifications, reducing future settling and ensuring a smooth final surface. - Striping / Marking Restoration
Repainting traffic lines and crosswalks. Note: While not a specialty service, we offer this to complete our projects.
Base Rock Installation & Compaction
Proper base rock backfill is critical for long-lasting asphalt and concrete work. Before any paving or concrete pour, we install and compact Class II aggregate base rock to create a stable foundation. This step is especially important in trench restoration, where the surrounding soils may have been disturbed. Our team ensures that base rock is compacted to meet city, county, and Caltrans standards, preventing future settlement and ensuring structural integrity. Whether part of a full restoration or a standalone service, we do the groundwork to make your surface last.
