As a homeowner facing a sewer repair or sewer enhancement project, the key parts to understand are the Upper Lateral, Lower Lateral, and Property Line Cleanout.

  • The Upper Sewer Lateral is the portion of your sewer pipe that connects the plumbing of your house or building to the property line, typically running from the foundation to the edge of the property.
  • The Lower Sewer Lateral extends from the property line to the sewer provider’s main sewer line in the street and is usually maintained by the property owner. Most sewer providers do not maintain the lower lateral, even though it lies underneath the public right-of-way.
  • A Property Line Cleanout is an access point installed near the property line, allowing for easy inspection, maintenance, and clearing of blockages in the sewer lateral without digging up the yard. With a clean at the property line, most sewer providers will offer cleaning and inspection services for that point towards the sewer main. In all situations when a building or utility permit is obtained, a property line cleanout, if one does not exist, will be required.

Repairs or alterations to the upper sewer lateral do not need a building permit but it is never a bad idea to obtain one. It does add to the cost of the project. Any repairs or alterations to the lower lateral require an encroachment permit, a permit with the sewer provider if separate from the city, and may also need a building permit.
